Director's message

Jeanne Schumacher brings extensive experience in the intelligence field and has held several senior positions within the service. Since June 2024, she has been heading the SRE as Director.

The SRE affirms itself today as a modern and innovative intelligence service.

In an international security environment marked by asymmetric armed conflicts, the erosion of the multilateral order and the breakdown of the global security architecture, intelligence services now operate in an increasingly unstable and complex context, where threats are evolving and transforming rather than disappearing. The sustained scale and intensity of these developments have created an environment of heightened risk and uncertainty, requiring us to maintain the highest level of vigilance and continuously strengthen our capacity to adapt.

National security has become a cross-cutting concern that affects every sphere of society. External actors seek to undermine democracies from within by exploiting structural, economic, technological, academic and societal vulnerabilities. These efforts form part of broader destabilisation strategies aimed at eroding trust, polarising societies and weakening their collective resilience. Terrorist threats, meanwhile, continue to evolve, adopting increasingly diffuse and at times difficult-to-anticipate methods. At the same time, espionage and foreign interference target our knowledge ecosystems, innovations and institutions. The cyber threat has also intensified significantly, further amplified by the growing use of artificial intelligence, which simultaneously increases the sophistication of both offensive and defensive capabilities.

In this demanding environment, the value of intelligence becomes ever more apparent: to anticipate, inform and prevent. The SRE makes a substantial contribution to this effort by identifying threats to national security at an early stage and producing reliable assessments that enable decision-makers to take appropriate action. The deployment of its capabilities provides a unique, tangible and indispensable contribution that directly enhances the security of our country, its institutions and its partners. Above all, the SRE's effectiveness rests on the women and men who make up its staff: dedicated professionals of integrity, committed to their mission and equipped with specialised expertise.

Recognising that an effective understanding of contemporary threats requires close cooperation, we continuously strive to deepen our exchanges with national and international partners. These daily interactions strengthen the quality of our assessments, broaden our perspectives and foster more effective coordination in addressing threats that often transcend national borders. Likewise, the SRE is recognised for its active contribution to the community of intelligence services with which it works closely. This cooperative dynamic is essential: it constitutes one of the cornerstones of our collective ability to anticipate, prevent and respond with precision to the security challenges facing our societies. 

These considerations allow me, despite the magnitude of the challenges before us, to conclude on a decidedly positive note. In recent years, the SRE has demonstrated its capacity to adapt to an increasingly diverse threat landscape, expand its expertise and harness technological developments. The SRE affirms itself today as a modern and innovative service, fully equipped to fulfil its sensitive mandate.

We approach the future with determination, continuing to strengthen our partnerships and to fulfil our fundamental mission: to detect, assess and prevent any threat that could endanger Luxembourg, its institutions or its partners.
